Leak Found in Casselberry? Emergency Plumber Help and the Paperwork That Protects Your Water Bill
A leak in Casselberry has two costs: the repair and the water bill that keeps running while you wait. Call Oviedo FL Expert Plumbers with your address and what you can see, and we will tell you whether we can help at your location. This page covers who to phone for city-side trouble and the paperwork that supports a bill adjustment.
Water main break or sewer backup: which number to call, and when
The city's Utility Customer Service page splits the call by the day and the hour. In business hours, Public Works takes reports of a water main break or a sewer backup. After hours and on weekends, the city's emergency line takes them. Both numbers are on the city's page.
| When | Who | Number |
|---|---|---|
| Monday to Thursday, 7:00 a.m. to 6:00 p.m. | Public Works, for a main break or sewer backup | (407) 262-7725 |
| After hours and weekends | City emergency line, for a main break or sewer backup | (407) 262-7613 |
| Monday to Thursday, 7:00 a.m. to 6:00 p.m. | Utility Customer Service, for accounts and leak questions | (407) 262-7760, option 2 |
Utility Customer Service is closed Friday through Sunday, so a billing question on a Friday waits until Monday. A leak found on a Friday afternoon should be fixed first and the paperwork gathered over the weekend.
Leak adjustments: the 45-day and 30-day clocks on your bill
The city says a customer can request a bill adjustment for a leak, a pool fill or new sod. The request has to be made within 45 days of the repair, and it needs valid proof of repair. Unexplained usage should be reported within 30 days of the bill date.
Filing an adjustment request does not stop collection activity, including service interruption. If a bill is due while your request is pending, ask the city how to handle the due date. We cannot promise an adjustment, because the city decides.
- Keep the plumber's invoice showing the date, the address and the work done.
- Photograph the repaired section and the meter reading after the repair.
- Write down the date the bill arrived and the date you first noticed high use.
- Ask for the part that was replaced, if it can be saved, as evidence.
- File within the city's deadlines and keep a copy of what you submit.
The city also says its staff monitor consumption and can alert a customer to a possible leak. That is a good reason to call the city if a bill looks high, even before you find the cause. Our step-by-step leak locating page explains how to find where the water is going.
Is it your pipe or the city's meter? The line you can check yourself
The city's page says Utility Customer Service can send a field order to repair water meters and meter boxes. The page does not say who repairs private plumbing on the customer's side of the meter, so assume the pipe from the meter to the house is yours unless the city says otherwise.
- Turn off every tap and appliance that uses water.
- Read the meter and look for a moving dial.
- Close the house shutoff and watch the meter again.
- If it still moves, tell the city and tell us. The leak is between the meter and the valve, or it is the meter itself.
- If it stops, the leak is inside the house.
A leak that shows only on the meter, with no wet spot anywhere, is the hardest to find. In that case a plumber can listen along the line or pressure test it. A buried line that has broken is covered in repairing a broken line in the yard.
Lakes, parks and heavy rain in a city with more than 30 lakes
Wikipedia lists more than 30 lakes and ponds inside Casselberry, with Lake Howell the largest, plus the Triplet Chain of Lakes, Lake Kathryn and Lake Concord. After heavy rain, a wet yard and a wet crawlspace or slab edge are different problems, and only one of them is plumbing.
Water that appears in the same place after every storm is usually drainage. Water that appears on dry days is more likely a leak. Mark where and when you see it, and mention it when you call.
- Note whether the wet spot appears only after rain
- Check whether gutters or downspouts discharge near that spot
- Run the meter test on a dry day to rule a leak in or out
Water damage after a leak: drying and what to photograph first
Whatever the cause, wet materials need attention quickly. Photograph the damage before anything is moved, because insurers and the city may both ask for it. Water that sat for more than a day may need drying equipment, not just mopping.
Ask what will be removed and what will be dried in place. The checklist in what to ask before a drying plan is approved covers the questions worth asking, and the repair itself is separate work.
Shutting off service for a big repair: the city's notice rule
Most repairs only need the house shutoff closed, and the city is not involved. A larger job, such as a long repipe in an empty house, may leave you wanting service stopped. The city says that stopping water, sewer, irrigation or reclaimed water requires at least one business day's notice, and it happens Monday through Thursday, excluding holidays.
That rule shapes the schedule. If you want service stopped for a job that starts on a Friday, the request has to go in early in the week. Starting service again has its own cutoff: for service on the day you apply, all documents and the completed application must be in before noon, Monday through Thursday.
- Ask the plumber whether the job needs service stopped, or only the house shutoff closed.
- Call Utility Customer Service early in the week if you do need it stopped.
- Plan around the closed Friday-to-Sunday window for anything that needs the city.
Bigger projects such as replacing most of the supply pipe in a house are the ones where this planning pays off.
